Abstract

Moral Education (ME) is a core subject for non-Muslim students in Malaysia education system. According to the National Philosophy of Education, balanced education in terms of intellectual, spiritual, emotional and physical is required in order to realize the holistic development of the students. The educational system is being transformed to inculcate and internalize universal values This study aimed to evaluate the transaction and outcomes of the implementation of the ME Curriculum and the study also aimed to ascertain the congruency between the intended transaction and actual transaction as well as between the intended and actual outcomes. The researcher used the Stakes Countenance Evaluation Model to gain insights into the understanding and experience of the teachers on the implementation of the ME curriculum and applied qualitative approach through interviews, observations and document analysis to obtain data. Case studies were used to, explore and understand the phenomena that occurred based on the participants perspective. A total of eight senior teachers who taught Moral Education and 16 students involved as informants in this study. Researcher triangulates data to further strengthen the data obtained. Transaction data was analysed using A TLASt.i software version 75.12. The outcomes data were analysed based on the Krathwohls affective domain taxonomy which consists of receiving, responding, valuing, organization and characterization. The findings of the transaction shows effective and beneficial teaching and learning in ME involves implementation in terms of method, strategies, approaches, skills inculcation, teaching aids and students' involvement. The intended transaction was congruent to the actual transaction, which means that the learning activities in the syllabus can be applied in real situations through teaching and learning process The outcomes evaluation reveals that at the level of receiving and responding, students can perform and practice these values in their daily life consistently. Contrarily, at the levels of valuing, organization and characterization the application and implementation of the values was slightly difficult for students. The evaluation indicates that the intended learning outcomes are congruent with the actual outcomes based on the levels in the affective domain of Krathwohl's Taxonomy. Through the findings of this research, hopefully can be used as guidelines for educators to create ME teaching and learning sessions more effective and beneficial. It is hopeful the research provide feedback to education policy makers particularly for ME curriculum.
