Abstract

Job rotation is a job design approach widely used by many companies at various hierarchical levels. As a developing country, Malaysia is one of the countries that use job rotation widely by government department or agencies to another. This is in line with the Service Circular Number 3 of 2004 issued by the Public Service Department of Malaysia, which head of departments may transfer officers who have served for at least three years but not more than 5 years in a post classified as sensitive positions and transfer of officers who served at least three years but not more than 8 years in a position that is classified as non-sensitive positions. Since most of the public servants are involved in job rotation practices, the objective of this study is to determine the effect of job rotation on career management in the public sector especially in three selected departments in Kata Kinabalu. The specific objectives are to investigate the relationship between outcome of job rotation such as administrative knowledge, technical knowledge, business knowledge and personal development on employee's career development. The study was conducted descriptively and using questionnaires which were distributed to the employee grade 41 above in three selected departments in Kata Kinabalu. The questionnaires were distributed to 200 respondents. The data collected were statistically analyzed using the SPSS and Partial Least Square (PLS) software in order to measure the relationship and correlation between dependent and independent variable of this study. The expected result of this study is that there should be significant relationship between all variables studied in this research.
