Abstract
This thesis is to study Occupation Safety and Health Committee Practice through Employee Participation in agriculture palm oil sector. The study involved two agriculture company as case study which are RH Sdn. Bhd. Located in Beluran, Sandakan Sabah Malaysia (Non-unionized Company) and FS Sdn. Bhd, located in Lahad Datu, Sabah Malaysia (Unionized Company). The combination of qualitative and case study method is used. A total of 246 respondents as subject and 26 respondents from the sample has interviewed (8 representatives from management, 8 representatives from JKKP member, 8 workers’ representatives, and 2 union members). Sample of study is chosen by using purposive sampling and random sampling. Direct observation in the Occupation Safety and Health Committee meeting and analysis documents minutes of meeting from the year 2001-2010 has carried out to support the data. The overall outcome of study has answered the research objectives which Occupation Safety and Health Committee practice is a mechanism that can look into the concept of employee participation in an organisation at the same time as a medium in handling the occupation safety and health issues. The outcome of study showed that management, the workers, and union perspective towards the concept of employee participation and the concept of Occupation Safety and Health Committee in where the existence of bargaining between management, the workers and union members in an organization. The outcome of study also shown that there is diference in carried out the occupation safety and health committee practice through the concept of employee participation in unionized company and non-unionized where the unionized company, voice of union is less emphasize in discussing the issues of occupational safety and health in an organization because the top management has set all the rules and regulation pertaining to the occupation safety and health aspects in all estates. Meanwhile, for non-unionized company, the employee participation concept in organization is strongly encouraged in which there is small election process of Occupation Safety and Health member through electoral process without any interference from the management where often the management dominates the election of the member. The findings of study also found that five elements in Model Joint Consultative Committee (Marchington, 1992) that can be applied in Occupation Safety and Health Committee in handling the occupation safety and health issues through the concept of employee participation.
